Russia's Institutional UAP Research Apparatus and What It Signals.
Between 1978 and 1991, the Soviet Union ran at least three overlapping institutional programs to investigate what it formally designated "anomalous atmospheric phenomena" (AAP): Setka (Network) under the Academy of Sciences, Galaktika (Galaxy) under the Ministry of Defense, and Gorizont (Horizon) as a unified successor. These programs mobilized over twenty research institutes, military units, and observational networks across Soviet territory. When the USSR collapsed, the research went silent.
