The Institute funds projects that extend, analyze, or apply the works of Valerij Černohajev.

The Černohajev Archive & Research Institute funds projects that extend, analyze, or apply the works of Valerij Černohajev. We welcome unsolicited proposals, provided they demonstrate clear alignment with the Černohajev Papers and the Institute’s three pillars: Archive & Research, Leadership & Education, and Resilience & Transparency.

Initial proposals must be concise (2–3 pages) and include project summary, alignment with Černohajev’s works, intended outcomes, impact, and team background. Select applicants may then be invited to submit full proposals with detailed methodology, milestones, budget, and deliverables. Funding is discretionary and reserved for projects that uphold the Institute’s mission to preserve knowledge, cultivate leadership, strengthen institutions, and foster cultural resilience in a post-disclosure world.

The Institute makes discretionary awards to projects that demonstrate strong alignment with Černohajev’s works and our three pillars. Award amounts vary according to scope and may take the form of fellowships, project support, or institutional partnerships. Funds are generally disbursed in scheduled installments tied to project milestones. All awards are governed by formal agreements outlining project scope, reporting, and use of funds.

Proposal Guidelines

The Černohajev Archive & Research Institute accepts unsolicited proposals that directly align with our mission. To ensure clarity and focus, proposals are evaluated in two stages.

Stage 1: Initial Proposal (2–3 pages max)

Submit a concise overview including:

  1. Project Title & Summary (250 words max) – What are you proposing?

  2. Alignment with Černohajev’s Works – Identify the specific concept, theme, or document your project extends.

  3. Intended Outcomes – Research, publication, education, policy, cultural project, etc.

  4. Impact – Who benefits? How does this build resilience, leadership, or knowledge preservation?

  5. Team & Lead Contact – Key individuals and relevant background.

Stage 2: Full Proposal (by invitation)

If your project aligns with our mission, you may be invited to submit a detailed plan including methodology, milestones, budget, and deliverables.

Process & Assessment

  • Proposals are reviewed year-round by the Institute’s internal council.

  • Funding is discretionary and reserved for projects that uphold the Institute’s mission and values.

  • Selected applicants will be contacted directly regarding next steps.

  1. Alignment with Černohajev’s Works – Projects must demonstrate clear connection to specific concepts or themes within the Černohajev Papers.

  2. Mission Fit – Proposals must strengthen one or more of the Institute’s three pillars: Archive & Research, Leadership & Education, or Resilience & Transparency.

  3. Clarity & Feasibility – Ideas should be presented concisely, with achievable outcomes.

  4. Impact – Projects should contribute meaningfully to knowledge, leadership, institutional readiness, or cultural resilience.

  5. Integrity – Proposals must avoid sensationalism, profiteering, or unverifiable claims.

Only proposals that demonstrate clear mission alignment will be invited to advance to the full submission stage.

Eligibility Criteria

Eligible Proposals

  • Archive-based research, interpretation, or application of the Černohajev Papers

  • Theoretical or applied studies extending Černohajev’s concepts (propulsion, energy, resonance, materials, governance, culture)

  • Leadership development programs under Project Infinite Valor

  • Institutional resilience projects (governance readiness, transparency, interfaith engagement, psychological first aid)

  • Cultural resilience initiatives (music, arts, heritage)

Not Eligible

  • Projects unrelated to Černohajev’s work

  • Speculative or unverifiable claims

  • Purely commercial ventures without scholarly, educational, or cultural value

  • Personal income or self-promotion projects

Mandatory Questions

  1. Which specific concept, note, or diagram from the Černohajev Papers does your project draw upon?
    (Please reference page numbers or section titles where applicable.)

  2. How does your project extend or apply this concept beyond what Černohajev originally wrote?
    (E.g., comparative analysis, experimental testing, policy framework, cultural application.)

  3. Why is Černohajev’s framework essential for your project, as opposed to other published scientific or cultural sources?

  4. What outcome do you expect your project to produce that will strengthen one of the Institute’s pillars (Archive & Research, Leadership & Education, or Resilience & Transparency)?
